We call on the competent German authorities to pause adoption or application of the disputed additional prohibition of cannabinoids, including CBD, in electronic cigarettes and refill containers while its scientific justification, proportionality and compatibility with EU law are reviewed. Existing binding safety requirements should remain in force.
We ask the European Parliament and European Commission to:
1. Seek a pause in the disputed additional German prohibition pending a focused review.
2. Request publication of the evidence and legal justification, explaining why differentiated safeguards would be insufficient.
3. Assess consequences for consumers and the replacement market, alongside cross-border business effects.
4. Discuss the issue transparently, involving the competent German authorities and relevant scientific bodies.

Begründung
Germany's proposed rules would expressly prohibit cannabinoids, including cannabidiol (CBD), in electronic cigarettes and refill containers. CBD is a substance found in hemp. The proposal would affect consumers, manufacturers and suppliers across European borders.
Protecting consumers requires clear evidence, effective safeguards and an assessment of what happens after a prohibition. Before imposing a blanket ban, authorities should explain why targeted measures cannot adequately address the identified risks.
There are black sheep in every industry. Responsible manufacturers can be inspected, held accountable and required to test products, disclose ingredients and maintain traceability. If consumer demand persists after these suppliers leave the market, less accountable operators may gain business. A prohibition can change the incentives facing suppliers without eliminating demand.
The European Union Drugs Agency already reports substances emerging to circumvent controls and concerns about adulteration of CBD and low-THC products with synthetic cannabinoids. Authorities must assess whether the proposed prohibition could increase exposure to untested substitutes or misleadingly labelled products.
Our demand is effective regulation that reduces overall harm. The review should compare a blanket prohibition with independent testing, contaminant and emissions controls, scientifically justified limits, traceability, age restrictions and enforcement against misleading claims.
This campaign concerns the proposed German vape prohibition. The separate EU CBD classification process and its possible consequences for other products are addressed in the full petition; they are not presented here as the same measure.
