The petitioner claims that the Maltese billing system for electricity consumption, due to the organisation of the billing system over the year, creates some financial disadvantages, as the progressive tariffs according to the quantity of electricity used are not applied coherently and eventually makes residents pay more than foreseen in the regulated electricity tariffs.
