The petitioner reports that the invasive plant species Himalayan balsam is spreading throughout the district of Ravensburg and endangering native plant species. In her opinion, the local authority (Landratsamt) is failing to meet its obligation under EU law to combat this type of plant outside protected areas. Funding made available has not been used for its intended purpose.
