The petitioner complains that, because of Covid-19, several Member States are restricting the right of free movement of EU citizens, other than their own nationals. In his view, this amounts to discriminatory treatment of other EU citizens. He cites as an example “Orden INT/401/2020, de 11 de mayo”, a measure adopted by the Spanish Government, according to which only Spanish citizens and permanent residents are allowed to travel to Spain.
