Andrageren opfordrer euroområdet til at udvikle elementer af en fælles finanspolitik, herunder en større grad af risikodeling, for at bevare og beskytte yderligere forsøg på finansiel og økonomisk integration. Efter hans opfattelse bør medlemsstaterne tackle finansielle chok i fællesskab med en bemyndiget central mekanisme – eller en fælles institution – til at afvikle stressede finansielle enheder og give finanspolitisk støtte til medlemsstater.
