Macau's legislative council is expected to give a final reading in April of a bill that would amend the rules on casino issuance credits for gambling, said Chan Chak-mo (pictured, right), the head of Macau's legislative council's standing committee tasked with scrutinizing the bill.

Chan's committee discussed the latest government draft of the bill on Tuesday.

Little changed from the previous draft distributed among legislators in December, according to Chan.

Referring to the update, he explained: "This article has some minor additional provisions detailing the responsibility of the casino concessionaire who issued the gambling credit."

According to Mr Chan, the Macau casino concessionaire should establish a "standard operating procedure" when issuing gambling credits, which should include details about the employees handling the task and the authority that those employees can do.

According to Mr Chan, the new clause is in Section 8 "the general obligation of the credit grantor," a clause that says gambling credit issuers build "appropriate risk management systems" for their businesses, maintain a "clear" record of such credits and that issuers are obliged to keep confidential about their creditors.

According to Chan, the updated draft maintains a government proposal that casino concessions should be the only institution that can issue credit to gaming customers in the Macau market. In comments to local media after the meeting, he noted that fellow members of the committee had also accepted the proposal.

Licensed junkets in New York City, officially known as game promoters, cannot issue credits to gamblers if legislation becomes law.

Chan said under the legislation, Macau junkets could only ask partner casino concessionors to extend game credits to players in those junkets. Such contracts also require notarized contracts approved by the city's economy and finance minister, Chan said in a Tuesday comment.

Veteran Macau junket boss Wu Yioheng told GGRAsia on Tuesday that the current Game Credit Act, in which junkets are also recognized as game credit grantors, was a "workable" regulatory framework.

"The new proposal could potentially create new problems by undergrounding the game credit business," U told GGRAsia.
