Stop the War in Ukraine by Exclusion or freezing of the ophthalmological representatives of Russia and Belarus from the international ophthalmological societies.
Dear colleagues,
The war unleashed by the Russian Federation has been going on in Ukraine since 2014. More than one month ago Russian Army and Russian Government have begun an unprecedently brutal occupational attack with violations and killing of civilian people, destruction of infrastructure. This all happens just because Russian Federation can’t accept the existence of sovereign Ukraine and want to recreate the Soviet Union.
This is the time when all people including scientific community shall not stay aside, but shall unite in their struggle against Russian terror and brutality.
What about the medical and scientific community of russia at this time?
The Union of Rectors in russia supported the russian war against Ukraine by writing a corresponding appeal. This was reported by the Center for Combating Disinformation at the National Security and Defense Council.
Among those who officially expressed support, many rectors of medical universities:

2. Bashkina Olga Alexandrovna, rector of the Astrakhan State Medical Academy, supported the war

4. Zhmerenetsky Konstantin Vyacheslavovich, rector of the Far Eastern State Medical University, supported the war
5. Zabolotsky Tatiana Vladimirovna, rector of the Amur State Medical Academy, supported the war

Recent polling data provides the clearest indication of Russian popular support for the war in Ukraine. In the days following the February 24 invasion, Putin’s personal approval rating actually rose to multi-year highs. According to state pollster VTsIOM, his rating jumped six percent in the week ending February 27 to reach 70%. Fellow polling agency FOM recorded a seven percent increase over the same period, bringing approval of Putin to 71%
.While these Kremlin-linked polls suffer from obvious credibility issues, a recent survey carried out by a group of independent research organizations reached strikingly similar conclusions. This nationwide Russian survey was conducted between February 28 and March 3 when the reality of the war was already apparent. It found that around 58 percent of Russians approved of the invasion of Ukraine, while just 23 percent opposed it.

This clearly shows that large part of the Russian nation supports Putin in his open aggression and will to change the political order in Europe.
What is the role of sanctions and boycott?
The role of economic sanctions is to limit the transfer of technologies to Russia and to affect the economic potential of this country to show that continuation of the war is too expensive. Do sanctions affect Putin and oligarchs – unfortunately only to some extent, and they mostly affect ordinary citizens.

What is the role of sanctions in research field?
This is to stop sharing technologies and knowledge that might be use in criminal military activities, including biological and chemical weapons. But it is also to show disagreement to immoral practices and stand on the side of good and peace. When people are killed, we should not stay indifferent, but show the unequivocal position.
Many national and international organizations decided to stop any collaboration in research with Russia. Here are some examples:
1- European Commission
will not enter into any new contracts or agreements with Russian organizations under „Horizon Europe” Funding. In addition, the Commission is suspending payments to Russian entities under existing contracts.
2- Polish Ministry of Education and Science
Firstly, ends cooperation within the framework of the United Institute for Nuclear Research in Dubna near Moscow and the International Center for Scientific and Technical Information. Secondly, the Ministry of Education and Science is ceasing cooperation with Russia under the agreement between the Government of the Republic of Poland and the Government of the Russian Federation on cooperation in the field of science and technology concluded on 25 August 1993.
3- Conference of Rectors of Academic Schools in Poland
cease cooperation with any governmental organisation of the Russian Federation or any other country that supports the Russian invasion of Ukraine
4- The Polish Academy of Sciences
5- The Student’s Parliament of the Republic of Poland
6- University of Wrocław
Freezing with immediate effect the cooperation with universities and other scientific institutions of the Russian Federation until further notice. In the same resolution the senators of the University of Wrocław asked their current partners in Russia (i.e. the universities in St. Petersburg, Moscow, Tomsk, Irkutsk and Omsk) to firmly and unambiguously condemn the war conducted against Ukraine

All cooperation with Russian and Belarusian universities is suspended
8- German Research Foundation
to freeze all scientific cooperation with Russia.
9- Alliance of Science Organisations in Germany
the country’s research funds will no longer benefit Russia, that no joint scientific events will take place and that no new collaborations will begin
10- Massachusetts Institute of Technology (MIT) in Cambridge
Has ended its relationship with the Skolkovo Institute of Science and Technology, or Skoltech, in Moscow
11- International Mathematical Union
hold the International Congress of Mathematicians
12- Journal of Molecular Structure
has decided to no longer consider manuscripts authored by scientists working at institutions in Russia.
13- European University Association
has suspended 12 Russian universities whose rectors signed a statement supporting Putin’s invasion of Ukraine and parroting the Kremlin’s justification for the assault.

Thus, we urge you to apply the harshest sanctions against the representatives of the aggressor state, which brutally kills innocent people and destroy our country.
We, Ukrainian Ophthalmologist, consider it unacceptable to be in the same organization with the representatives of the aggressor's country. Even if they did not take a direct part in the hostilities, with their silent consent, our people are being killed!
