Concerning pilot licences 

The petitioner is concerned about the safety of passengers in Europe and recommends the verification of pilot licences prior to each flight. He indicates that the identity and license number of each pilot should be checked by an EU central office and compared with national databases.Finally, the petitioner recommends that the EU require airlines operating flights to or from Europe to regularly and uninterruptedly report aircraft positions via satellite to an EU central office so they can be located in the event of a crash.
