Efter att ha nämnt de olika internationella, europeiska och spanska lagstiftningarna om grundläggande rättigheter, där rätten till hälsa anges och garanteras, begär framställaren att EU ska informera om vad Europeiska centrumet för förebyggande och kontroll av sjukdomar (ECDC) har gjort i förbindelse med covid-19. Framställaren undrar särskilt vilka rapporter och indikationer som ECDC har gett Spanien och när detta gjordes. Framställaren undrar om EU har underlåtit att agera.
