Petitsiooni esitaja kaebab, et Covid-19 tõttu piiravad mitmed liikmesriigid muude ELi kodanike kui oma kodanike vaba liikumise õigust. Ta leiab, et sellega koheldakse teisi ELi kodanikke diskrimineerivalt. Ta toob näiteks Hispaania valitsuse võetud meetme „Orden INT/401/2020, de 11 de mayo“, mille kohaselt lubatakse Hispaaniasse reisida ainult Hispaania kodanikel ja alalistel elanikel.
