Dear members of the public,
We are writing to urge you to support a petition calling on the European Union's Council Regulation (EC) No 273/2004 on drug precursors to create a new, comprehensive ranking and classification of drugs based on modern technology and knowledge.
The current classification systems, including the schedules established by the European Union's Council Regulation (EC) No 273/2004 on drug precursors, are based on outdated scientific evidence and do not accurately reflect the relative harm and dangers of different drugs. This can lead to inconsistencies and inequities in the way drugs are regulated and can undermine efforts to protect public health and safety.
A 2010 study by the Scientific Committee on Drugs ranked drugs based on their potential harm to the user, their impact on crime, and their socioeconomic effects, and found that alcohol, heroin, crack cocaine, methamphetamine, cocaine, tobacco, amphetamine, marijuana, GHB, benzodiazepines, ketamine, methadone, mephedrone, butane, anabolic steroids, khat, ecstasy, LSD, buprenorphine, and mushrooms are the most dangerous drugs, in that order. While this study provides some valuable insights, it is based on a limited set of criteria and does not comprehensively evaluate the full range of factors that should be considered when ranking and classifying drugs.
We therefore call on the European Union to create a new ranking and classification system that is based on the most current and comprehensive scientific evidence available. This system should take into account the full range of factors that are relevant to the potential harm and dangers of different drugs, including their potential for abuse, dependence, and harmful effects on health, as well as their potential medical use and their impact on public health and safety.
We also call on the European Union to use scientific names for substances and the proper legal names in this new system, in order to ensure clarity and precision in the way drugs are classified and regulated.
