As a citizen, I am expected to participate in creating conditions that allow others to lead worthwhile lives, and others are expected to do so for me. I believe that social contract extends to pets. I believe that means, amongst others, creating a sufficient amount of sufficiently large zones where those dogs that benefit from free running and playing can do so. This is as logical to me (a childless single person) as it is to have ample playgrounds for other people's children.
