Entzug von Mitteln die woanders in der Wirtschaft gebraucht werden können. Wenn die Wirtschaft schwächelt haben wir insgesamt weniger Mittel zur Verfügung haben. Wenn die Wirtschaft wächst, haben wir insgesamt mehr Mittel zur Verfügung.
