Formal complaint regarding the discriminatory exclusion of Belval residents from the residential parking permit system and the abusive ticketing policy.

1. A Unique Discrimination: The Only Residential Area Without a Parking Permit
Belval and Waassertrap constitue the only residential area in the commune of Sanem whose inhabitants are automatically denied the right to obtain a residential parking permit (vignette). This arbitrary exclusion creates a manifest breach of equal treatment among citizens of the same commune. The urban planning argument aimed at making Belval a car-free "eco-district" cannot mask the daily reality: many households require a vehicle for professional or family reasons, and the configuration of current infrastructure fails to meet this fundamental need.

2. The Critical Insufficiency of Infrastructure and the 2-Hour Maximum Parking Limit
The neighborhood is undergoing massive and continuous real estate densification. Numerous large-scale construction projects are currently underway, which will bring a considerable influx of new residents and daily commuters in the short term. Yet, in the face of this exponential population growth, no additional public surface parking infrastructure is planned—quite the contrary: the number of public surface parking spaces remains abysmal.
Furthermore, street parking is strictly limited to a maximum of 2 hours per day. This mathematical rule is completely incompatible with residential life:

  • It heavily penalizes healthcare professionals (nurses, physiotherapists) providing home care to dependent individuals.
  • It prevents relatives, family, or visitors of residents from staying longer than 120 minutes without facing an immediate fine.
  • It ignores the reality of households owning a second vehicle, as private underground spaces are often limited to a single unit per apartment and are financially inaccessible for many.

3. Failure of Collective Parking Facilities and Traffic Spillover into the Streets
The current crisis is dramatically worsened by the failing and inconsistent management of existing major parking infrastructures:

  • The CFL P&R: This major peripheral facility remains largely underutilized during major events and is poorly integrated into the daily proximity needs of local residents.
  • The Belval-Plaza underground parking lot (operated by Indigo): Its management has been nothing short of catastrophic for several years. Automated ticket machines and payment terminals are regularly out of order. During events in Belval—and more specifically, during the almost daily concerts at the Rockhal—hundreds of motorists find themselves trapped inside for hours due to technical malfunctions. Consequently, visitors overwhelmingly prefer to saturate residential streets on the surface, where parking is simpler and cheaper, to the direct detriment of residents.

4. A Disproportionate and Punitive Ticketing Policy
Instead of forcing private operators like Indigo or the Rockhal to assume their logistical responsibilities or redirecting traffic flows to dedicated parking lots, the commune deploys its enforcement officers aggressively. Enforcement is already highly intensive from Monday to Saturday during the day, but even takes place in the evening during concerts, outside of paid parking hours, directly targeting residents who are trapped by the regional influx. Inhabitants are thus doubly penalized: denied a permit and taxed outside their own homes.

5. Our Legitimate Demands

  • Parking Permit for Belval: Immediate creation and allocation of a specific residential parking permit (vignette) for the Belval residential zone.
  • Parking Duration: Removal of the parking time limit for residents holding a residential parking permit.
  • Operator Regulation: Firm intervention with Indigo to resolve the recurring breakdowns at Belval-Plaza that saturate public space, alongside implementing a redirection of traffic flows toward dedicated parking facilities.
  • Urban Planning: A comprehensive reassessment of surface parking spaces to integrate future residents of buildings under construction as well as daily commuters.

Reason

Belval is a great neighborhood with a lot of potential, but parking here has become a daily nightmare for all residents. If nothing is done today, the boom in future construction will make the situation completely unlivable in the future
