Adjusted for readability, changed symbols to match what they are supposed to represent added a piece under "OTHER" - "may only be purchased with ID showing a person intending to purchase is 18+" to provide for more reasonable means to enforce a rule. Added the Section "OTHER" to tidy up the final points. Changed the typeface to bold for headings, and added bullet points to further tidy up the layout for easier reading.
New petition description:
The aim of this petition is to lay out a safe framework for e-scooters on our roads. with this in mind, EU should require countries to abide by an umbrella policy the regulates them properly. below is what I would consider safe and fair regulations. (I own a Taverun Blade X - Minimotors Variant capable of 75kmh, 4Kw across 2 motors, and 48kgs)
Ligher scooters like Xiaomai and Pure (up(800W< to/25kmh< 800W/25kmh/30kg)/35kg< ) - Classified as Light
- Require helmets with a visor, high-visibility vest
- Maintenance checks and tests every year for brakes, motors and batteries.
- use cycle path (7kmh on a footpath if necessary to mount)
- Heavier scooters like Minimotors, Taverun, Kaabo etc. (up to 1,500W/50kmh/40kg) - Classified as heavy
- Deck-lighting, optional stem lights, tail lights & headlamp and horn
- indicators (on the back at least)
- Insurance, license and Registration (no-sale under 18)
- full face helmet, knee-pads, elbow-pads and High-Visibility Vest
- Maintenance checks and tests every year for brakes, motors and batteries.
- use Roadway and enter normal traffic, use cycle-path if necessary (restrict to 25kmh) and footpath at 7kmh to traverse some intersections. (no motorways)
Super-Heavy like Nami, Dualtron Victor, Taverun/Minimotors Blade X (up(5Kw< to/100kmh< 5Kw/100kmh/80kg)/80kg<) - Classified as Super-Heavy
- Deck Lighting, road lighting, tail light, headlamp, indicators (front and back).
- front and rear braking + electric braking/regenerative braking.
- horn (above 75Db) keyed ignition, power control.
- Full Face Helmet (motorway/highway/autobhan grade), full body protection (armored or leather as a motorbike)
- Insurance (full coverage), Tax, License, Registration, no-sale under 18, safety testing every 6 months.
- use roadway, enter traffic and abide by all road laws. No cycle path (except in an emergency) and footpath at 7kmh to traverse intersections only or to make a roadside repair. (No motorways)

- Not obliged to any law, but may only be used to race, on a designated racing circuit only.
- Not
suitablepermissible for on-road or off-road public driving. (Like a Formula-1 car, etc).
