We stand at a historic turning point. We demand a transition from the centralized "top-down" power model to a Democracy of the Base. We advocate for a state defined by active citizen participation, local strategic planning, and strict accountability. Democracy is not being abolished; it is being evolved and fortified.

The Necessity
In an era where technology and modern European practices empower citizens to be co-deciders, Greece cannot remain captive to a centralized model of the past.
Aligning with 21st-century democratic standards, we call for a transition from the "power of the few" to a network of self-governed communities with institutionalized local planning.

Reason

This demand is not a utopia.
In 2025, as Greece discusses the new Local Government Code, our call for "control from the base" aligns with international trends in participatory democracy and participatory budgeting, where citizens decide directly on the projects affecting their local communities.

The Vision
We do not seek less Democracy, but more and more substantial Democracy. We propose a system where power does not flow from the top down but is organized from the Base (local societies and regions) upwards. A state that functions with continuity, transparency, and the fulfillment of basic needs, beyond ideological labels.

The Pillars of Reform
1.Power to the Base: Strengthening Local Government with real authorities and resources.
2.Participatory Planning: Establishing local assemblies where citizens co-decide on regional priorities and funds.
3.Institutional Checks & Accountability: Introducing recallable representatives with term limits and strict oversight by the citizens.
4.Independent Institutions: Real separation of powers and shielding the Judiciary from political interference.
5.A Stable State: A high-functioning administrative mechanism that operates independently of government changes.
6.Digital Democracy: Leveraging technology for continuous deliberation and participation for all Greeks, both within Greece and in the Diaspora.

The Goal
We seek a moral and institutional elevation of our homeland. We want Democracy as a daily experience, not a formality. A state governed by the rule of law that guarantees Education, Justice, and dignity for every citizen.

The Call to Action
We call upon every Greek man and woman, the global Greek Diaspora, and every Philhellene, to co-sign this proposal. Reforming our democracy toward a more participatory model is the necessity of the 21st century. Your voice is the beginning of change.
