This petition is about creating a fairer and safer rental experience in Portugal by addressing a widespread concern: rental deposits being unfairly withheld by landlords.
Many tenants have experienced or fear losing their deposit without justification. Currently, there is no neutral, trusted system for holding rental deposits - landlords usually keep them directly, with no safeguards or oversight.
We are asking:

We would like to provide an escrow-style solution where rental deposits are:

- Only released by mutual agreement or proof of contract breach,
- Designed to protect both tenants and landlords.

Because thousands of tenants in Portugal are at risk of losing their rental deposits unfairly, with no neutral system in place to protect them. Right now, landlords hold deposits directly, often without contracts or transparency - and many tenants report never getting their money back.
This petition highlights the demand for a voluntary, trusted escrow service where deposits are held safely and only released when both parties agree or there is clear justification. It’s about restoring trust, fairness, and accountability in the rental market — not just for tenants, but for responsible landlords too.
