U Prijedlogu se pretjeruje, a spominje se i verbalni delikt. Bilo bi bolje ograničiti na provjeru državnih / lokalnih / javnih službenika, uključujući i školstvo - na temelju (tajnih) arhiva - da li su surađivali sa komunističkim režimom ili tajnim službama ili organizacijama koje su sudjelovale u agresiji na Hrvatsku.
