We, the citizens and associations of Paros:
- We condemn the apparent collusion surrounding the secret promotion of EKTER's investment plan to the Council of State, as well as the complete disregard for the Parian community and its elected representatives. We urge the Ministry to provide immediate and complete information regarding the new Special Urban Plan and request that the Council of State refrains from issuing the Processing Minutes until the official positions of the Municipal Authority of Paros have been established. In accordance with the Aarhus Convention, it is the State's fundamental obligation, as well as that of any investor, to ensure timely and comprehensive communication with the authorities, particularly the Municipality, where the plan is being developed.
- We are firmly opposed to the planned investment due to its reported characteristics. In Paros, we experience daily challenges—especially during the summer season—due to the island's carrying capacity being exceeded. The proposed facility is planned for a protected area and would not only destroy the natural landscape and disrupt an important habitat, but also impose an excessive burden on Paros' already strained infrastructure, particularly in the Kolymbithres area. Additionally, the anticipated reopening of Porto Paros in the same region will further exacerbate the strain on water consumption and increase traffic on a road network that is already inadequate. Furthermore, there are significant safety concerns regarding potential emergencies.
- As Greek and European citizens, we find it completely unacceptable that €21.5 million from the Recovery and Resilience Fund is being allocated to this project. The public infrastructure in Paros is suffering, and the central government has been largely uninvolved in any efforts to modernise and improve it.
- We commit to utilising every legal avenue in Greece and the European Union, alongside all possible political pressure, to prevent this disastrous development and any similar attempts imposed on Paros.
- We urge the citizens and associations of the other Cycladic islands to unite with us and offer support, as this storm will ultimately affect all of these magical places.

Petition of Associations and Organisations of civil society on Paros.
On July 23, 2025, the Ministry of Environment and Energy submitted a draft Presidential Decree to the Council of State for approval of a Special Urban Plan in the Kolymbithres area, which is on property owned by the company EKTER. This matter was introduced for discussion under urgent procedures during the second summer session of the Council of State and discussed at a meeting on August 12, 2025. Following this meeting, the Minutes, along with the Council of State’s opinion, are expected to be issued shortly.
All this without any information or request for an opinion from the Municipality of Paros, without any consultation with citizens, as is required for this type of investment project. In other words, a process concerning a very important development and environmental issue for Paros is unfolding without the involvement of society and its political representatives, with the obvious aim of circumventing the expected reactions and creating a fait accompli.
The new Special Urban Plan of EKTER was submitted after the previous plan was rejected by the Council of State in 2023 as unlawful, during the preventive legality review of the draft Presidential Decree. Based on press reports, it does provide for reduced construction compared to the previous plan (approximately 8,200 square meters instead of 12,000 square meters), but it still constitutes a major intervention in a protected and sensitive area of Paros, one of the few remaining areas without the problems of excessive construction that alters the landscape and consumes the island's limited resources, an intervention that will put unbearable pressure on its weak infrastructure. And all this for yet another luxury hotel, combined with innovations such as glamping (!), which are controversial for the Cyclades, and which, given the current situation in Paros, has absolutely nothing to offer the place.
