The average student is more mature at 17. They tend to be mature enough to perceive hazards better than the younger ones.

Reason

When they get older they think about the possibilities more. Some younger ones can drive as good as gold, but they can't perceive danger, they'll sail though a give-way and not think about what that could mean.
