Public Appeal from Georgian Citizens, Civil Society Organisations, and the Georgian Diaspora to the President of the European Council, the Heads of the EU Member States, the President of the European Commission, and the Vice President/High Representative of the European Commission.
Distinguished partners, supporters, and friends of Georgia,
Today, Georgia is confronting its most pressing challenges. Thirty-three years after the restoration of independence, the sovereignty and independence of the state remain under imminent threat. It is evident that alongside the ongoing full- scale war in Ukraine, Russia is waging a hybrid war in Georgia, Moldova, Kyrgyzstan, Armenia, Serbia, and all states that the Kremlin considers within its imperialist borders and sphere of influence.
Amidst the developments in Georgia, it becomes increasingly apparent that the state is fully captured by an oligarchic regime, leading to the erosion of institutions and the collapse of democratic principles. We think that the Russian-style governance, characterised by corruption and terror, stands in stark contrast to democratic values, principles of justice, and the rule of law.
We, the citizens and supporters of Georgia, express deep concern about the ongoing processes in our country. With this open appeal, we implore the President of the European Council, the Heads of the EU Members States, the President of the European Commission, and the Vice President of the European Commission to:
- Impose personal financial sanctions and travel ban on Bidzina Ivanishvili, the informal ruler of Georgia, and his family members for his role and influence in destabilising Georgia’s ruling party, government, and democracy, as already outlined in the European Parliament resolution.
- Impose personal financial sanctions and travel ban on the members of the Georgian Parliament and the ruling party who are the proponents and supporters of the ‘foreign agents’ bill, as well as their family members.
- Demand the unconditional withdrawal of the law. Supporting or engaging in the process of adapting it will work against the demands of Georgian society.
- Enhance support for civil society and media in Georgia.

პატივცემულო საქართველოს გულშემატკივრებო, მხარდამჭერებო და მეგობრებო,
დღეს, საქართველო უმნიშვნელოვანესი გამოწვევების წინაშე დგას. დამოუკიდებლობის აღდგენიდან 33 წლის შემდეგ კვლავ საფრთხეშია სახელმწიფოს სუვერენიტეტი და დამოუკიდებლობა. თვალსაჩინოა, რომ უკრაინაში მიმდინარე სრულმასშტაბიანი ომის პარალელურად, რუსეთი ჰიბრიდულ ომს აწარმოებს საქართველოში, მოლდოვაში, ყირგიზეთში, სომხეთში, სერბეთსა და ყველა იმ სახელმწიფოში, რომელსაც კრემლი თავისი იმპერიალისტური საზღვრებისა და გავლენის სფეროს ფარგლებში მოიაზრებს.
საქართველოში განვითარებული მოვლენების ფონზე სულ უფრო ცხადი ხდება, რომ ადგილი აქვს ოლიგარქიული რეჟიმის მიერ სახელმწიფოს სრულ მიტაცებას, ინსტიტუციების ნგრევასა და დემოკრატიული პრინციპების ჩამოშლას. რუსული სტილის მმართველობა, რომელიც კორუფციასა და ტერორზე დგას, არსებითად ეწინააღმდეგება დემოკრატიულ ღირებულებებს, სამართლიანობისა და კანონის უზენაესობის პრინციპებს.
ჩვენ, საქართველოს მოქალაქეები და გულშემატკივრები ღრმა შეშფოთებას გამოვთქვამთ საქართველოში მიმდინარე პროცესების თაობაზე და აღნიშნული ღია წერილით, ვთხოვთ ევროპული საბჭოს პრეზიდენტს, ევროკავშირის წევრი სახელმწიფოების მეთაურებს, ევროკომისიის პრეზიდენტს, და ევროკომისიის ვიცე-პრეზიდენტს, რომ:
- დაუწესდეს პირადი ფინანსური სანქციები და სამოგზაურო აკრძალვა საქართველოს არაფორმალურ მმართველ, ოლიგარქ ბიძინა ივანიშვილსა და მისი ოჯახის წევრებს, მისი როლისა და გავლენისთვის საქართველოს მმართველ პარტიაზე, მთავრობასა და დემოკრატიის მოშლაში, როგორც ეს უკვე აღინიშნა ევროპის პარლამენტის რეზოლუციაში.
- დაუწესდეს პირადი ფინანსური სანქციები და სამოგზაურო აკრძალვა საქართველოს პარლამენტის იმ დეპუტატებს, მმართველი გუნდის წევრებსა და მათი ოჯახის წევრებს, რომლებიც არიან უცხოური გავლენის აგენტების შესახებ რუსული კანონის ინიციატორები და მხარდამჭერები, შესაბამისად, წვლილი მიუძღვით საქართველოს ევრო-ატლანტიკური კურსის ცვლილებაში.
- მოითხოვონ კანონპროექტის უპირობოდ გაწვევა. კანონპროექტის ადაპტირების პროცესის მხარდაჭერა, ქართული საზოგადოების მოთხოვნების საწინააღმდეგოდ იმუშავებს.
- გააძლიერონ სამოქალაქო საზოგადოებისა და მედიის მხარდაჭერა.

Ivanishvili is using his money to forcefully maintain the political power in Georgia. Meanwhile he is pushing government to implement all the initiatives which forbid existence of different opinion and calls them agents. All he cares is maintaining power.

This directly affects the future and puts in question the future existence of my country. The people who have voted for this law which will destroy our chances of joining the EU, they themselves still benefit from the EU, their children are studying/ working in the EU, they go on holidays multiple times a year to the EU, they get their medical treatments from in the EU, they want to take all this away from the Georgian population but want to keep benefiting from it themselves, by using the money they stole from our people.
These politicians need to be held accountable for their actions and their double standards!
