On recognition by Portugal of international certificates for pleasure crafts issued in the Netherlands

The petitioner states that pleasure crafts registered in the Netherlands are denied entrance in Portuguese coastal and inland waters in breach of EU and international legislation. He argues that International Certificates for Pleasure Crafts (ICP), issued by the Dutch authorities based on Resolution no. 13 of the UN Economic Commission for Europe, should be accepted by the Portuguese authorities as valid documents, even though they are not actual flag registrations.
