The petitioner states that a cement factory owned by a Mexican multinational company in the municipality of La Hoya de Buñol-Chiva, in the Valencian Community, has been producing cement for 100 years. However, in the past two decades it has been burning different types of urban and industrial waste (dangerous toxic chemical substances) as fuel to make cement, saving money it would otherwise have spent on conventional fuels. These extremely toxic processes are described as ‘waste recovery’. In addition to the environmental damage, the petitioner believes this type of activity to pose a clear danger to public health, causing an exponential increase in lung, cancer-related, endocrine, skin, and allergic diseases in the areas affected by the gases emitted from the waste-incineration process.
